Draft Environmental Impact Statement (DEIS) and Section 4(f) Evaluation

The Federal Railroad Administration (FRA), in cooperation with the Federal Transit Administration (FTA) and in coordination with the Maryland Department of Transportation and the National Railroad Passenger Corporation (Amtrak), completed the Draft Environmental Impact Statement (DEIS) and Section 4(f) Evaluation for the B&P Tunnel Project.

The DEIS and Section 4(f) Evaluation were prepared pursuant to the National Environmental Policy Act (NEPA) of 1969 (42 United States Code [USC] 4321 et seq.), the Council of Environmental Quality (CEQ) NEPA Regulations (40 Code of Federal Regulations [CFR] 1500-1508), the FRA Procedures for Considering Environmental Impacts (64 Federal Register [FR] 28545 [May 26, 1999]), FRA’s Update to NEPA Implementing Procedures (78 FR 2713 [January 14, 2013]), and Section 4(f) of the Department of Transportation Act (49 U.S.C. 303(c)).
